“All persons so desiring shall be permitted to attend and listen to the deliberations and proceedings” of any public meeting. A.R.S. § 38-431.01(A). The Open Meetings Law (“OML”), however, does not provide for active public participation in the meeting. Ariz. Att’y Gen. Op. Nos. I84-133, I83-49.
Meetings may not be conducted in a language (e.g., Navajo) if its use prevents the public from understanding the business of the meeting. Ariz. Att’y Gen. Op. No. I84-133.
