D. Federal programs.

A public body may hold an executive session about a federal program, if pertaining to a “discussion, consultation or consideration for international and interstate negotiations.”  See A.R.S. § 38-431.03(A)(6).  The provision, however, does not apply to meetings at which the public body receives recommendations from a federal agency.  Ariz.
