D. How is e-mail treated?

Emails on a government computer system that pertain to government business are public records.  See Griffis, 215 Ariz. at 5, 156 P.3d at 422.  But emails relating solely to personal matters will not have “the requisite substantial nexus to government activities” and therefore are not subject to disclosure.  Id.
