Vt. proposal to examine open record exclusions

In Vermont last week, the Senate Government Operations Committee approved a bill setting up a  new committee to examine the list of over 207 exemptions to Vermont’s public records law. The proposed committee would also look into the different charges for accessing public records.

Texas judge to decide about deleted e-mail messages

The Harris County Sheriff’s Office is claiming exemption from the Texas Public Information Act after deleting hundreds of thousands of e-mail messages from employees’ computers. 

The mass deletion began two days after KTRK (Channel 13) aired an interview regarding Sheriff Tommy Thomas’s payment to a contractor for redesigning of the sheriff’s weekend home.

Missouri Gov. Matt Blunt's demands that the state pay $540,000 to access his office's e-mail records -- government records covered under the state's Sunshine Law -- show his complete disregard for public access to information and clearly attempts to derail the state's investigation into whether his office illegally deleted e-mails messages.

Some Clinton records to be released this month

The National Archives announced Monday that it plans to release all of Sen. Hillary Clinton’s schedules from her time in the White House later this month but is asking that the judge delay the release of her telephone logs for at least one to two years.

As the election season has progressed, Clinton has been increasingly criticized for not releasing the documents sooner.

Last week, state Rep. Margaret Donnelly introduced legislation to expand the Missouri Sunshine Law.

Donnelly, a Democrat running for attorney general, drafted the measure as a result of the Missouri Ethics Commission’s decision to close campaign finance hearings on whether candidates should return excessive campaign contributions. House Bill 2303 seeks to open these hearings to the public.

The South Dakota House passed a bill that sets up a procedure to resolve disputes over access to government records. If a request is denied, the citizen may appeal to the state Office of Hearing Examiners for review to determine if the records should be released. The bill would make appealing denials quicker and less expensive.

SB186 has already passed in the state Senate, but heads back to the chamber for approval of any adjustments the House may have made.

In yet another twist to the dispute surrounding the release of Senator Clinton's documents from her time as First Lady, the blame has been shifted from the White House back to Clinton.

During the democratic debate on Tuesday night, Sen. Hillary Clinton was asked by Tim Russert if over 11,000 pages of documents relating to her public appearances as First Lady would be released.

The largest online library of U.S. Army manuals and publications will restore public access to its site within the next two weeks, after it was put behind a password-protected firewall Feb. 6.

A major from the U.S. Army said in a Feb. 21 e-mail to the Federation of American Scientists (FAS) that service to the Reimer Digital Library will resume to the way it was before Feb. 6 when a system security upgrade was installed.
