FOIA exempts from disclosure any "information to be used in a prospective law enforcement action if prejudicial to such action." Conn. Gen. Stat. § 1-210(b)(3).  There are no other specific provisions or reported authorities regarding rules for active investigations.  See also Conn. Gen.
