2. Police blotter.

Police blotter data concerning adult offenders do not fall under any exception to the UIPA and therefore must be disclosed.  Public Access to Police Blotter Information, OIP Op. Ltr. No. 91-4 (Mar. 25, 1991).  This rule applies even where the arrestee was released without charges being filed or released pending further investigation.  Police Blotter Information, OIP Op. Ltr.
