6. Compilations of criminal histories.

Exemption 7(C) of the Freedom of Information Act (FOIA), codified at 5 U.S.C.S. § 552(b)(7)(C), requires the court to balance the privacy interest in maintaining the practical obscurity of the rap sheets against the public interest in their release.
