         1. Levels or limitations on fees.


The Statute states that public bodies may charge for providing copies of public records, but the charge may not exceed the actual cost of providing the copy. RSA 91-A:4,IV. The Statute goes on to provide that the legislature may establish by law fees for obtaining copies of public records and, if they do, a public body may not impose any additional charge. Id.
