Pro se actions are allowed, and they have been successfully prosecuted. Wrangling with experienced public sector counsel is a big obstacle to pro se success, as is lack of knowledge about this kind of specialty litigation, which can only be accomplished by seeking the extraordinary writ of mandamus.
