A. Who may attend?

“[A]ll persons” are generally permitted to attend any meeting of the governing body of a public agency. RCW 42.30.030. In the event that there is a disturbance and individuals are removed for disrupting the meeting, “[r]epresentatives of the press or other news media, except those participating in the disturbance,” will be allowed to remain in attendance. RCW 42.30.050. No one can be required, as a condition of attendance at a public meeting, to register his name or other information, to complete a questionnaire, or otherwise fulfill any condition precedent to attendance. RCW 42.30.040. Though a governing body may set reasonable rules of conduct so the meetings can be conducted in an orderly fashion, access cannot be limited and cameras and tape recorders cannot be prohibited unless they are actually disruptive.
