1. Accident reports.

Reports filled out by those involved in the accident are normally not available as public records.  RCW 46.52.080; Guillen v. Pierce County, 144 Wn.2d 696, 31 P.3d 628 (2001). Accident reports filled out by police officers are public records and are generally subject to disclosure, at least once the investigation is complete.
