A superior court judge in New Jersey says she is inclined to keep an $800,000 consultant’s report on how the state can earn money by increasing highway tolls secret because it could cause public confusion, according to a story by the Associated Press.

"I think, quite frankly, that the release of the draft report has potential to greatly confuse the public," Judge Linda Feinberg said on Friday.

Judge Feinberg hasn’t made a final ruling yet, but one wonders if ‘the potential to confuse’ exemption is viable in New Jersey, how long it will be before the tax code is withdrawn from public view.
