Two West Texas city council members challenged the state’s open meetings law in federal court, arguing it stifles free speech. The case dates to a 2004 e-mail exchange in which the two discussed the hiring of a water engineer. The councilmen argued that preventing them from sharing views by e-mail is an “impingement on free speech” and should be limited. (7/27/06)
