Two government audits show that the FBI has used administrative orders to obtain personal records of U.S. citizens during counterintelligence investigations and on at least one occasion obtained records that a special court had said was protected by the First Amendment. A Justice Department report said the FBI had abused its intelligence-gathering privileges in the way it used “national security letters” from 2003 to 2006. (3/14/08)
