An appellate court in Washington State told a lower court to increase the fine against King County for refusing to release an impact study on Qwest Field in advance of a public vote on a $325 million tax package. The panel said the $300,000 fine was inadequate given the inexcusable delays in disclosing the information. (2/7/07)
