The sheriff of York County, South Carolina, was ordered to reimburse the Rock Hill Herald $16,000 in legal fees spent in a four year legal battle to obtain records on the suspension of three deputies for misconduct. Both the trial court and an appellate court ruled the records were public. (11/15/04)
