Back in September, auditors criticized the bookkeeping of the Tennessee Valley Authority, telling it to write off $5.3 million in bad loans and to tighten its economic development lending procedures. The report became public only after the Associated Press filed a FOIA request and then waited a couple of months. (1/24/05)
