Pennsylvania Keeps Lid on Counter-Terrorism Spending

The federal government has given $280 million for counter-terrorism to the Pennsylvania Emergency Management Agency but PEMA and all but one of its nine task forces refused to account for how the money is being spent when asked by the Associated Press. “We don’t want to broadcast our shortcomings or our vulnerabilities,” said one task force director. The records that are available indicate at least some of the spending has gone for items that might well have been ordered without a war on terrorism. (1/31/05)
