Louisiana Gov. Kathleen Blanco has spoken often about the need for open government in her state known for its back-room dealings and corruption, but the reform stops at her office door. Twice in the current session, her staff has successfully pressed legislators to vote against putting her office and agencies she controls directly under the public records law. (5/15/06)
