Bill Would Require Posting of Federal Reseach Articles

Sen. John Cornyn, R-TX, and Joe Leiberman, D-CT, stepped into the ongoing debate over whether taxpayers should have free access to the results of federally funded research, filing a bill that directs any federal agency conducting funded research to make sure that any articles generated by the research are posted online within six months after appearing in peer review journals. A voluntary National Institutes of Health approach instituted a year ago hasn’t worked. Subscriptions to journals can cost hundreds of dollars a year. Single articles are usually resold for $15 to $45. (5/3/06)
