New York’s Department of Environmental Conservation said it will now notify affected communities within 48 hours of investigating most toxic spills. The pledge follows a report that the department failed to notify the city of Binghampton after 2,100 gallons of toxic refrigerant were dumped into the Susquehanna River. (11/16/06)
