In a unanimous ruling, a North Carolina appeals court told the Town of Kitty Hawk it must release records related to its condemnation of oceanfront land, even though the town contracted to have the work done by a private attorney who retained the records. The Outer Banks Sentinel filed suit after the town refused to provide the information. (1/3/07)
