The police shooting of a 13-year-old and the subsequent decision of the Los Angeles Police Department Board of Rights to clear the officer has led to a unique challenge of the police chief’s leadership and again raised the question of whether a sensitive decision, made in secret, can satisfy the public, the LA Times reports.
