FOIAed Arms Control Report Raises a Number of Questions

The Federation of American Scientists said it had obtained, through a FOIA request, a 2004 year-end State Department report on “end-use checks” of commercial arms exports. The program is used by federal officials in scrutinizing suspicious arms exports. FAS said the report provides a “poignant reminder of the importance of strong arms export controls,” but also raised a lot of questions, including three “unfavorable” outcomes involving Pakistan and F-16 fighters.
