Without public debate or formal policy decision, contractors have become a virtual fourth branch of government, the New York Times reported, with contracts to provide management services reaching $400 billion last year. The report noted that contracting means less public scrutiny because companies, unlike federal agencies, are not subject to the Freedom of Information Act. (2/5/07)
