The Environmental Protection Agency failed to follow its own rulemaking guidelines in rewriting the requirements for industry reporting Toxic Release Inventories, The Government Accountability Office said in a report to Congress. The GAO report also said the TRI changes will have a “significant impact on information available to the public about dozens of toxic chemicals from thousands of facilities” across the country.
