The Kansas City Star and a local newsweekly have challenged a court prior restraint ruling that blocked publication of a story on the city’s Board of Public Utilities. Circuit Judge Kelly Moorhouse enjoined the papers on the request of the utility board after each had independently obtained a document concerning upgrades at local power plants. The papers said the prior restraint order “violated the most fundamental principle of constitutional law.” (3/6/07)
