Open government advocates in Missouri are pushing for a “negligence” standard to be applied to violation of the public records law in hopes that this will bring about greater compliance by public officials. Currently, prosecutors must prove an official “knowingly” or “purposefully” violated either open meetings or records provisions, a tough standard to meet. (3/13/07)
