A bill regulating the use e-mails and phone calls to conduct public meetings is back before the New Hampshire legislature after being killed a year ago. It would make public record any e-mail that reaches a majority of the members of a public board. It would also allow meetings by e-mail as long as the public is notified in advance and allowed to participate. Drafters say the bill is access neutral and merely intended to apply current technology. (4/23/07)
