The Montana Environmental Information Center contended in a lawsuit against the City of Great Falls that a provision in the state Public Records Act violated the state constitution because it allows municipal governments to withhold draft documents from the public. The state constitution guarantees residents the right to view all government documents, except those where privacy rights prevail over public interest. (5/14/07)
