The Washington Department of Corrections was ordered to pay the publisher of a prison watchdog newspaper $541,000 in penalties and legal fees for the withholding and destruction of public records. The paper, Prison Legal News, sought records on prison medical care providers following the death of an inmate who had complained of breathing problems. (6/8/07)
