The FBI received 15,730 FOIA requests in 2006 and told 11,310 requesters it had no such records. Could that many requesters be confused? No, writes attorney Scott Hodes, who worked in the agency’s FOIA section for four years, but the agency isn’t lying. Rather, it has long used a system where there is no central file record of matters kept at the field office level. (8/1/07)
