When he ran for California governor in 2003, Arnold Schwarzenegger said, “There’s no such thing as democracy in the dark.” He endorsed a public access amendment and promised to veto legislative bills that didn’t have full public hearings. And a spokesman said he has been the “most open in California history.” But an AP review of his nearly four years in office showed a partly cloudy record, with less sunshine than expectations.
