Key elements of the National Intelligence Estimate that Iran has halted its nuclear weapons program were based not on satellites or surveillance but on open sources – the Web, newspapers and non-government reports, the Associated Press reported. The publicly available data included pictures snapped by reporters during official government tours, starting in March 2005. (12/7/07)
