Last January, Information Security Oversight Office Director Bill Leonard asked the Justice Department to look into the vice president’s refusal to provide information on its classification and declassification activities. The response, delivered in July, has finally been disclosed: The Office of the Vice President is not an agency, and thus not subject to the presidential order directing executive branch offices to submit to ISOO oversight.
