Rep. Jane Harman, D-CA, announced the introduction of a bill to attack over-classification, starting in the Department of Homeland Security. The “Reducing Over-Classification Act”, which has 13 Democratic co-sponsors, would direct DHS to classify a document only after an unclassified, version has been produced; develop new information sharing programs for sensitive, unclassified information and direct that the use of “sensitive and shared” markings be limited.
