South Dakota Gov. Mike Rounds told the Watertown Public Opinion editorial board that open government is primarily a media issue, and not of much interest to the general public. “This isn’t on their radar screen,” he said. Rounds also discussed his opposition to a bill that would presume all state records are open unless disclosure could cause “irreparable harm.” The bill has passed the Senate and awaits House action. (2/18/08)
