A federal appeals court held that the public has a right to view documents and transcripts related to the secret guilty plea of a Tijuana drug cartel boss. Prosecutors argued release of the information endangered the life of the defendant and others. The case was one of two brought by the San Diego Union-Tribune seeking records tht had been sealed in federal criminal cases. (3/5/08)
