A federal judge ruled that an activist group was entitled to documents on nuclear waste sites it had requested from the National Nuclear Security Administration, calling the agency’s FOIA review process “Kafkaesque.” District Judge Robert Brack directed Citizen Action and the agency to work out a schedule for release of the documents.
