The Denver Post sued Colorado Gov. Bill Ritter, who has refused to make public 19 months of cell phone records that would reflect his phone conversations since taking office in 2007. Ritter has a state-issued cell phone but frequently used a second cell phone he has paid for personally. Those are the bills at issue.
