Open government advocates are increasingly turning to state, not federal, models for examples of how information access disputes should be resolved short of litigation, Harry Hammitt, editor and publisher of “Access Reports” writes in a new report for the National Freedom of Information Coalition. Forty years after the federal Freedom of Information Act was adopted there remains “a frustration with the inability” of requesters to “press their case in the face of agency denials or delays.” (9/6/07)
