North Carolina’s Division of Motor Vehicles is using new software, which permits police file direct e-reports on accidents, and in the process keeping those records from the public, despite a state law to the contrary. The Raleigh News & Observer reports that the department is citing federal legislation on privacy to justify their new non-disclosure policy. (12/29/04)
