Attorney General Alberto R. Gonzales told the Senate Judiciary Committee in a letter tht the administration has halted a controversial warrantless surveillance program of phone calls and e-mails run by the National Security Agency and will instead seek court approval for the clandestine spying. It did not make clear whether it would seek blanket approval of the Foreign Intelligence Surveillance Act court or would go to the court with individual warrants. (1/19/07)
