An Arizona appeals court ruled that public agencies can be asked to provide copies of records before they are created. The unanimous ruling comes in a case in which a weekly newspaper asked that the Maricopa County Sheriff’s Office provide copies of press releases to all news outlets at the same time. A spokesman for the sheriff said the ruling would have minimal effect because the agency planned to post all press releases on the Internet. (8/20/07)
