Pennsylvania lawmakers were listening when the state’s transportation director reversed himself and said he would release bridge safety ratings in the wake of the collapse of a highway bridge in Minnesota. Transportation Secretary Allen Biehler had refused a newspaper’s request for the information several months earlier. “It’s a judgment call,” Biehler said, a point not lost on lawmakers considering changes to the open records law many say is the nation’s worst.
