L.Britt Snider, chairman of the Public Interest Declassification Board, which was established to review and reduce government secrecy, told Congress in a letter that the board can’t act except at the request of the President. Several senators had asked the board to look into what they considered “unnecessary” classification by the administration of two reports produced by the Senate Select Committee on Intelligence.
