A Superior Court judge in Scottsdale ruled the a local arts council that receives $1.4 million from the city to administer its arts programs, is not a public agency subject to the state’s records law. The Arizona Republic sought information on how much the non-profit organization paid its chief executive, but the organization argued that the only records that might be public were those connected to its contract performance.
