The massive farm appropriations bill approved by Congress, vetoed by the President, then overridden, contains an anti-FOIA amendment inserted anonymously in the closing days of the bill’s conference committee visit. It prohibits the Agriculture Department from disclosing information provided by agricultural producer or owners about farm operations.
