Not surprisingly, the State Department has declined to release internal documents about clashes John Bolton, the nominee for U.N. ambassador, had with intelligence agencies. The reasoning offered by Secretary of State Condoleezza Rice is that the documents involve “internal deliberations” and making them public might have a chilling effect on future policy debates, the New York Times reported.
