In Cairo, Illinois, you can’t fight city hall – if you have an attitude. “The way you come to City Hall will determine whether you are worked with or not,” the Southeast Missourian said its reporter was told by the city clerk when he asked about the status of a series of public records requests filed Jan. 18 and 25. Illinois law requires a response in seven working days. The comment is the only response the paper has received. (2/9/06)
